Below is an excerpt of Exodus.  Moses’ father-in-law gave Mose counsel as Moses was being overwhelmed with all the work he had before him in serving the people.  Basically, Moses’ father-in-law told him to delegate and obey God. He also told him to make sure the people knew the difference between the holy and profane.  Moses is to teach them the ordinances and laws and shall show them the way in which they must walk, and the work that they must do.   

 

Exodus 18: 19-27 Hearken now unto my voice, I will give you counsel, and God shall be with you: Represent the people before God, that you may bring the causes unto God:

20And you shall teach them ordinances and laws, and shall show them the way in which they must walk, and the work that they must do.

21Moreover, you shall provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens:

22And let them judge the people at all times: and it shall be, that every great matter they shall bring unto you, but every small matter they shall judge: so shall it be easier for yourself, and they shall bear the burden with you.

23If you shall do this thing, and God commands you so, then you shall be able to endure, and all these people shall also go to their place in peace.

24So Moses hearkened to the voice of his father-in-law and did all that he had said.

25And Moses chose able men out of all Israel and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

26And they judged the people at all times: the hard causes they brought unto Moses, but every small matter they judged themselves.

27And Moses let his father-in-law depart, and he went his way into his own land.

What are the leaders to teach?

Ezekiel 44:23  “And they shall teach my people the difference between the holy and profane, and cause them to discern between the unclean and the clean.”
